Universidad Privada del Este (UPE) was established by Decree 13,039 of 25 March 1992 and has its legal headquarters in Presidente Franco, according to its own statute. In the ANEAES table of 29 December 2025, UPE's medicine program is listed as accredited at three sites: Ciudad del Este, Presidente Franco and Asunción.
